1. Beat butter and sugar in small bowl of electric mixer until light and fluffy. Beat in egg. Add combined sifted flours. Stir until mixture forms a dough. Turn out onto lightly floured surface. Knead gently until smooth. Roll between two sheets of baking paper until 5mm thick.
2. Using an 8.5cm-round pastry cutter, cut out 12 rounds. Re-roll dough as necessary. Place, 3cm apart, on two oven trays lined with baking paper.
3. Cook in a moderately slow oven (160°C) for about 15 minutes, or until golden. Cool on wire rack.
4. To make icing, place icing sugar in a bowl. Stir in blended water and butter. Stir until smooth. Spoon half into a bowl. Tint one yellow and the other red with food colouring.
5. Working with one biscuit at a time, spread with icing. Decorate with lollies, as pictured.
